Government & Ministries

Sovereignty, legislature, judiciary, and the offices of state — set out plainly, so that anyone can see how the Kingdom is ordered.

First

The Messiah’s Office


King of kings, Lord of lords. Every other office in the Kingdom exists beneath this one and answers to it.

Two works proceed directly from it:

  • The Ministry of Benevolence — the Kingdom’s hand toward the poor, the widow, the orphan, and the stranger.
  • World Outreach — the Kingdom’s hand toward the nations.

Second

The Monarchy


The Crown Prince Regent is Head of State and Government. The role of government administration is delegated to the Prime Minister, who is elected by the citizens of Immanuel for a term of five years, and may serve one additional term if re-elected. No person serves more than two terms as Prime Minister.

The office holds no authority of its own making. Every power the Prime Minister exercises as head of government is delegated by the Crown Prince Regent and exercised in his name. The citizens elect the person who shall hold the office; the Crown Prince Regent entrusts the power that person shall wield. The Prime Minister therefore serves as the elected representative of the Crown Prince Regent in the administration of government, and remains answerable to him for every power so delegated.

Authority delegated is not authority surrendered. This is why the Crown Prince Regent does not appoint the Prime Minister, yet may call for his resignation where there is criminality or gross incompetence — after which a new Prime Minister is elected by the citizens. The throne can recall what it entrusts; it cannot install what the people choose.

Only two may unseat a Prime Minister: the citizens, at election, and the Crown Prince Regent. The Royal House of Regents may withhold confidence from the Government — obliging the Prime Minister to present new ministers and a new programme — but no vote of the House removes the Prime Minister from office unless the Crown Prince Regent concurs, and he may withhold that concurrence.

Should a Prime Minister refuse the call to resign, the Crown Prince Regent issues a decree revoking the delegated authority. From that moment the office holder has neither authority nor claim — the trust in which the power was held is at an end — and any continued occupation of the office is a trespass upon it. What was entrusted can be taken back; that is what makes the call to resign a power rather than a request.

No one in the Kingdom of Immanuel ever holds the title of King or Queen — although Immanuel is a Kingdom, every ruler must recognise that they serve only in stead of our true King, the God of heaven and earth.

Ministry of the Crown Prince Regent

The office of the reigning monarch, Head of State and Government. Its administration is delegated to the duly elected Prime Minister, who empowers and equips each ministry.

Ministry of the Crown Princess

The office of the Crown Princess and its works throughout the Kingdom.

Ministry of the Prince and Princess

The royal household’s offices, and the raising up of the generation that follows.

Ministry of the Mother of the Crown Prince Regent

The honoured seat of the Queen Mother within the royal house.

Third

Legislature and judiciary

Counsel is taken. Law is written. Judgment is given. No one office holds all three.

The Council of Elders

The Kingdom’s seat of counsel — the voice of experience and spiritual weight brought to bear on the matters of state, and consulted on the territorial structure of the Kingdom.

Twelve members, men and women of forty years or older — six appointed by the Crown Prince Regent and six elected by the people, for terms of six years, and no more than two terms.

The Royal House of Regents

The legislative body of the Kingdom, sitting in an Upper and a Lower Chamber, through which the ordinances of the Kingdom are deliberated.

The Upper Chamber: twenty-five members, thirty-five years or older, elected for four years.
The Lower Chamber: forty members, twenty-five years or older, elected for three years.

Immanuel Royal Civil Court

Jurisdiction over disputes between citizens, contracts, property, family, and the ordinary business of a nation.

Immanuel Royal Criminal Court

Jurisdiction over offences against the peace and law of the Kingdom.

The Believer’s Court

A forum for matters between citizens of the Kingdom to be reconciled within the Kingdom rather than before outside tribunals.

The Moral Court

The Royal Immanuel Courts sitting on questions of conduct, integrity, and the moral law by which the Kingdom holds itself.

Fourth

The ministries of state

Each ministry is empowered and equipped through the Office of the duly elected Prime Minister, to whom the Crown Prince Regent has delegated the administration of government.

Three tongues

The Kingdom of Immanuel holds three official languages, chosen so that the Kingdom can speak to the people it was sent to and read the Word in the tongue it was given in.

Territory

Land and cities

The territorial structure of the Kingdom is determined by the Monarchy on the recommendation of the Council of Elders and both Houses of the Royal House of Regents.

The Kingdom is to consist of three main cities, each with a governing body elected by the public and seated under the consent of the Crown Prince Regent. The alienation of the territory of the Kingdom is prohibited.

Every office above needs citizens who can carry it — builders, lawyers, engineers, physicians, teachers, and people willing to pray first and work second.
